Elisha Gilliam

Chief Talent Networks Officer, Year Up United

Elisha Gilliam is a seasoned social impact leader and strategist with over 25 years of experience in developing and implementing innovative programs and policies to improve life outcomes for children, families, and communities. She is a respected subject matter expert on advisory practice of systems solutions.  In 2019, Elisha joined Year Up United to support the organization’s goal of creating innovative solutions to broaden its reach and increase access to career pathways for Opportunity Talent. Currently serving as the Chief Talent Networks Officer, Elisha provides executive oversight for Grads of Life and the Talent Networks teams, charged with shaping and executing strategies that build collaborative partnerships, and creating sustainable programming through community-based organizations and employers.

Prior to her role with Year Up United, Elisha spent significant years at The Annie E. Casey Foundation and Casebook PBC, assisting government systems to develop programs, strategies, and technology that drive improved outcomes for families and children involved in the child welfare and juvenile justice systems.  Additionally, Elisha has held advisory and direct service roles at the DC College Access Program and Maryland Department of Human Resources, showing a long commitment to stability and access for children and families toward economic and social mobility.

Elisha holds an MPA from American University and an Executive Certificate in Social Impact Strategy from the University of Pennsylvania. Among the recognitions received for her contributions, Elisha has been a ProInspire Management Fellow, an American Express NGEN Fellow, and a National Finalist for the White House Fellows Program.
